H: Empowerment - « Only the wearer knows where the shoe pinches» is easier said than done

This parallel workshop takes empowerment as its starting point - terminology, process and result. The term is used very broadly and there is no real concensus regarding definition. The World Health Organisation has laid down guidelines for health promotion work, where the main principles of empowerment thinking are clear: powersharing  and the recognition of service-users' competence and participation. In many government White Papers and legislation, empowerment principles, particularly service-user participation, form the basis of central health service guidelines. However putting empowerment principles into practice is much easier said than done.
